yes, look at the common thief and petty thief and low level but I come from the islands and thought they know how to steal tax payer money; but now know NO, WESTERN nations e.g. US, are KING at it!
Check the high level folk, governors, senators, congresspersons, see which congress person buddies got crooked contracts for masks and PPE etc. and stole money! not hard to find, just look!
